Option B: Cooler-Dock Kill-and-Cut

Status: chosen. This is the model behind the Mobile Beef Processing Business Plan, the business plan PDF and the site calculator. Full workup: Cooler-Backed Mobile Model. All options: Business Model Options. Not legal advice.

How it works

  1. The mobile unit kills on the owner’s farm; offal stays there or goes to the renderer; the carcass chills on board.
  2. Sides or quarters hang 7-21 days in the company cooler.
  3. The same unit docks at the cooler to cut, grind, vac-pack and label “Not for Sale”.
  4. The owner picks up at the cooler.

Zoning and site (Frederick County)

From the RA ordinance (round 3) and the Article VI district use lists (round 4) (RA; Article VI):

District Cooler + cutting dock Note
RA Conditional use BB “Slaughterhouses” (“slaughtering or processing of meats”) Public hearings; § 165-204.17: 100 ft setbacks, under roof, screening, 20,000 sq ft cap
B2 General Business Not allowed No food manufacturing, no warehousing
B3 Industrial Transition Not allowed “Warehousing and Storage” by right, but no food manufacturing
TM, M1 Not allowed Food manufacturing “excluding … Animal Slaughtering and Processing”
M2 Industrial General By right “Food Manufacturing including Animal Slaughtering and Processing”

Economics

From the illustrative pro forma in the business plan (sourced benchmarks plus labelled placeholders):

Line Value
Capex $471,576 (Sentinel 53 ft from $300k, 2026 list)
Debt service $56,130/yr (80% financed at 8.5%, 10 yr; lender terms are a placeholder)
Revenue per head about $800-1,100 (kill $100-150 + mileage; cut and pack $0.90-1.05/lb; 2025 benchmarks) [inferred]
Break-even about 210 head/yr to cover debt service; about 274 head/yr with a $50k owner draw
Cash before owner pay, Y1-Y3 $17.8k / $70.7k / $129.5k at 200 / 300 / 375 head

What it fixes

What it costs

Open questions

  1. Zoning Administrator determination: cooler + docked cutting unit; § 165-204.17 in M2.
  2. M2 parcels with sewer in reach, and their cost.
  3. VDACS OMPS: does the Custom Permit cover the docked cut room and the cooler?
  4. Real quotes for the unit and the cooler.

Verdict

Chosen. Still the plan of record. Round 4 tightens the siting answer to “M2 by right, or a CUP in RA”, not “a commercial parcel”.
