Veteran Funding Mechanisms
The pattern. Veteran status adds priority points, fee waivers, and free coaching, not grant money for the rig. It does not change the rule found in Grant and Financing Opportunities: no grant pays a for-profit startup processing other people’s animals. SBA states it outright: “SBA does not provide grants for starting and expanding a business” (SBA). The owner’s veteran status is not confirmed. This article covers what each status would unlock. All program status is as of 2026-10-12.
What veteran status unlocks, by owner profile
| Owner profile | What it opens | Realistic value |
|---|---|---|
| Any veteran (honorable discharge) | $0 SBA Express upfront fee; B&I +5 points; FVC Fellowship; Warrior Rising; V3 employer status; free VBOC / Boots to Business | Fee savings of a few thousand dollars, plus $1k–$5k of vendor-paid equipment once operating |
| Veteran with a service-connected disability rating | Adds VR&E Chapter 31 self-employment: business-plan help, training, tools and supplies | Could fund cut-room tools and licences. The rig and the building are barred |
| “Most severely” disabled veteran (self-employment is the only feasible goal) | Adds the VR&E enhanced tier: essential equipment, machinery, fixtures, minimum stocks | The largest possible source. Plans of $25k+ need VR&E Central Office approval; no hard cap |
| 100% P&T disabled veteran | Va. Code § 58.1-3219.5 home real-estate exemption | Does not cover a business cooler, even one on the homestead |
| Veteran who is also a cattle producer | FSA microloans, down-payment loans and “veteran farmer” VAPG points; EQIP +25% rate and 50–100% advance | Only for the owner’s own farm. The processing service stays a “non-eligible enterprise” |
| Guard / Reserve | SBA MREIDL, up to $2M at ≤4%, if called up for >30 days | Deployment insurance only, not startup money |
| Not a veteran, but a spouse or family member | Warrior Rising (it also covers spouses and family); veteran-spouse SBA Express $0 fee | Same as above |

VR&E Chapter 31 self-employment: the only large source, with narrow gates
Source: VR&E 38 CFR.
- Entry: needs a service-connected disability and an employment handicap. Veteran status alone does not qualify.
- Basic tier (21.257(d)), any self-employment participant: business-management training, licence fees, and “necessary tools and supplies”.
- Enhanced tier (21.214(e)): “essential equipment, including machinery, occupational fixtures”, plus minimum stocks. Limited to veterans with the “most severe” disabilities, for whom self-employment is the only reasonably feasible goal.
- Barred outright (21.214(f)): “land and buildings”,
leases and rent, and “trucks, cars, or other means of transportation”.
- The mobile rig is likely barred. Whether a towed trailer counts as “transportation” is open; ask the VR&E Officer in writing [inferred].
- The cooler building is barred. The refrigeration units, bandsaw, grinder, vacuum packer, scales and rail might count as “fixtures” or “equipment” [inferred].
- Approval (21.258): plans under $25,000 go to the local VR&E Officer; $25,000 and over go to the Executive Director, VR&E Service. A feasibility review is required, with SBA coordination.
GI Bill OJT and apprenticeship: pays the trainee, not the business
Source: GI Bill OJT.
- Who gets paid: a veteran employee in a DVS-approved meat-cutter apprenticeship. The payment goes to the veteran, not the employer.
- Amount: the Post-9/11 housing allowance, stepping down from 100% (months 1–6) to 20% (after 24 months), plus $83/month for books and supplies.
- Employer requirements:
- Starting pay at least 50% of the journeyman wage, rising to at least 85% by the last month.
- A job that customarily takes 6 months to 2 years to learn.
- Progress records kept.
- Why it matters: cutting labor is the business’s ceiling (see Cooler-Backed Mobile Model). A GI Bill-backed apprentice cutter is cheaper to recruit [inferred].
- Two limits:
- Owner-in-training is unverified and is believed barred.
- A seasonal, fall-heavy kill schedule may conflict with the full-time training requirement.

| Mechanism | Terms | Fit |
|---|---|---|
| SBA Express veteran fee waiver | $0 upfront guaranty fee on SBA Express loans (max $500k) to businesses owned and controlled by a veteran or a veteran’s spouse. Permanent law: 15 USC 636(a)(31)(G), since Oct 1, 2015 | Good. A ~$300k rig loan would normally carry roughly $5k–$7k in fees, depending on the guarantee % [inferred] |
| Regular 7(a) “Veterans Advantage” | Not in the FY2026 fee notice; the 636(a)(33) 50% veteran pilot is gone too | — |
| FY2026 manufacturer relief (any owner) | 0% upfront fee on 7(a) loans ≤$950k for NAICS 31–33; 504 at 0% upfront and 0% annual. NAICS 311611 indexes “custom slaughtering” (secondary source) | It beat the veteran perk, but the notice expired 10/1/26 and no FY2027 notice was found. A lender may code the business as 115210 instead, which falls outside 31–33 |
| MREIDL | ≤$2M at ≤4%, for operating costs when an essential employee is called up for >30 days | Insurance only. Agricultural enterprises are excluded |
| VBOC (ODU, Norfolk), Boots to Business, B2B Reboot | Free training and one-on-one coaching. No money | Useful for the plan and the VR&E feasibility review. About 3.5 hours away, so mostly virtual |
| VetCert (VOSB/SDVOSB) | 51%+ veteran-owned and controlled | Federal set-asides are irrelevant to custom-exempt work. Minor use: access to GSA surplus property |
WOTC: lapsed for hires after 2025
Source: WOTC.
The veteran tax credit ran $2,400–$9,600 per hire depending on category. It has lapsed for hires starting after 12/31/2025 (26 USC 51(c)(4)). Past lapses were often extended retroactively, so file Form 8850 within 28 days anyway. Two limits: - It covers employees only, never the owner. - It can’t be combined with federal OJT payments for the same worker.

| Program | Veteran treatment | Fit for this business |
|---|---|---|
| B&I loan guarantee | +5 points if veteran-owned (“veteran of any war”), plus a tie-breaker. Other points stack: rural site, local food, locally owned, value-added | The only RD business program where veteran ownership counts directly. B&I needs 20% equity for a new business |
| REAP | State Director discretionary points if ≥20% veteran-owned (amended Jul 10, 2025) | Still needs 12 months of operation; fixed cooler only |
| RBDG, RMAP, SECD | No veteran language | — |
| VAPG | No veteran reserved fund: the 10% reserves go to beginning/socially disadvantaged applicants, food safety, and mid-tier value chains. A veteran farmer gets 5 priority points; any project gets 5 if it serves veteran operators; points are capped. A beginning veteran can enter the beginning reserve | Still needs producer ownership and a value-added product. Custom-exempt meat can’t be sold, so it fails either way [inferred] |
| FSA loans | Microloans ($50k cap, rate the lower of the OL rate or 5%, outside the term limit); down-payment loans (5% down, FO rate −4%, floor 1.5%); same-day priority; discharge counts as up to 2 years of experience | No veteran exception to the 764.102(f) non-eligible-enterprise bar. The only path: a veteran cattle farmer buys a kill-only trailer mainly for their own herd, and the local FSA officer has to rule on it [inferred] |
| EQIP | Veterans count as “historically underserved”: rates ≥25% above standard (cap 90%), plus a 50–100% advance | Only for practices on the owner’s own farm, e.g. a mortality-compost facility for their own animals. A pad for customers’ offal is likely ineligible [inferred] |
| BFRDP (≥5% veteran set-aside), AgVets ($2.85M FY2026, nonprofits only), 2501 (last notice FY2024) | Money goes to organizations | Indirect: free training. Virginia grantees include Virginia State University (2501), Appalachian Sustainable Development and Vet First (AgVets) |
Virginia
Sources: V3, SWaM, FarmLaunch, SBDC, VBOC, tax code.
- V3 Employment Grant (DVS):
- Pays $1,000 per eligible veteran hired, up to $10,000/yr.
- Rules: a V3-certified for-profit employer under 300 employees; the hire is full-time, kept ≥1 year, at or above the prevailing wage.
- The discharge window conflicts within the same page (5 years vs 1 year).
- The fund is small and ran out in FY24. Its 2025–26 status is unverified because the source is a 2024 Wayback capture.
- Hiring a veteran cutter would earn it.
- SWaM service-disabled veteran (SDV) flag: free, but it helps only with state purchasing. Not useful here.
- Farm Credit FarmLaunch: names veterans as an audience but gives them no extra terms. Everyone gets the same benefits (up to $500 off fees, flexible underwriting, FSA guarantee pairing).
- Laurel Ridge SBDC (Middletown) and the Virginia SBDC: free counseling. The only veteran-specific item is an award with a plaque and no cash; the RISE pitch competition looks dormant.
- Tax:
- § 58.1-3703 has no veteran BPOL exemption (the brief’s assumption was wrong).
- Localities may adopt, for any owner, up to 2 years of BPOL relief for a new business, or a waiver for any unprofitable year. Ask the Frederick County and Winchester Commissioners of the Revenue whether either is adopted.
- § 58.1-3219.5 exempts a 100% P&T veteran’s home, but not business outbuildings.
Private and nonprofit: the only grants that go directly to the business
Sources: FVC Fellowship, Warrior Rising, Tadlock, dead funders, meat-specific, HBH.
| Program | Award | Eligibility | Timing | Fit |
|---|---|---|---|---|
| FVC Fellowship Fund | $1k–$5k, paid to vendors (e.g. a storage freezer) | FVC member, honorable discharge, a for-profit ag business already operating, with a plan | Opens late fall or early winter, open ≥4 weeks; awards in spring; 6 months to spend | Year 2. Ask FVC whether a custom processor counts as “agricultural” |
| Warrior Rising Business Showers | $2k–$150k, non-dilutive | Veterans, spouses and family; must first graduate Warrior University (a 2-evening virtual course, quarterly) | Invitation-only pitch events (DC listed) | Competitive. The only private source near rig scale |
| Tadlock Veteran Grant (NaVOBA / Founders First) | 2026: 25 × $1,000 plus a business program | ≥1 year in business, 2–100 employees | Closes Oct 15, 2026; next cycle fall 2027 | Year 2 at the earliest |
| Homegrown By Heroes label | Free label, renews every 3 years | 50%+ veteran-owned and managed | — | Weak: custom-exempt meat belongs to the customer and can’t carry the processor’s label |
| Armed to Farm (NCAT) | Training only | Veterans and spouses | 2026 sessions (MS/IL/KY) closed; none in Virginia | — |
| Hivers & Strivers | $100k–$1M equity | Scalable veteran-led companies | — | Not a fit for one mobile unit |
Dead or misleading listings. Several funders still appear on “veteran grants” listicles but no longer fund anyone: - Second Service Foundation: shut down. - FedEx Small Business Grant: retired. - StreetShares Foundation: its domain is now a gambling spam site, so don’t enter data there. - Bunker Labs: now IVMF, with training only. - Comcast RISE: redirects elsewhere.
No veteran grant specific to meat processing was found. The Butcher’s Guild domain is squatted, and AAMP’s scholarships could not be verified.
Scam rule (FTC). “Don’t pay for a list of government grants — and don’t pay any up-front fees.” The government doesn’t contact people out of the blue about grants, and SBA only emails from @sba.gov (FTC).
A realistic veteran-aware stack [inferred, not costed]
- Rig loan: use SBA Express (≤$500k, $0 veteran fee) or a B&I-guaranteed loan (veteran +5 points) through a community bank. Alternatively, Farm Credit plus VSBFA Cash Collateral as in the base plan. Ask the lender about the FY2027 7(a) fee notice and whether manufacturer relief (NAICS 311611) continues.
- If service-disabled: open a VR&E self-employment case early. Ask in writing whether the trailer counts as “transportation”. Scope the plan to cut-room equipment, tools, licences and training. Get the plan reviewed by a VBOC or the SBDC, because VR&E requires a feasibility review.
- Staff: register the cutter apprenticeship with DVS (the State Approving Agency) so veteran hires draw GI Bill OJT pay. Get V3-certified for $1,000 per veteran hire. File Form 8850 in case WOTC is extended retroactively.
- Before launch: take Warrior University, so the business is eligible for a Business Shower.
- Year 2: FVC Fellowship (freezer, scales, packaging gear), Tadlock (fall 2027), REAP with its veteran points for the fixed cooler.
Calls to make
| Who | Ask |

| USDA RD Virginia (B&I) | Equity and collateral rules for a startup; whether custom-exempt slaughter is an eligible business |
| DVS V3 liaison / State Approving Agency | Current V3 grant funding and discharge window; approving a meat-cutter apprenticeship |
| Farmer Veteran Coalition | Whether a custom-exempt processor counts as an “agricultural business”; the 2027 cycle dates |
