Supply: cattle within reach
NASS 2022 Census of Agriculture, inventory as of December 31, 2022 (NASS):
| County | Cattle & calves | Cattle sales ($1,000) | Farms selling direct to consumers | Distance from Winchester [inferred] |
|---|---|---|---|---|
| Frederick | 10,720 | 4,325 | 9% | home |
| Clarke | 10,686 | 3,485 | 12% | adjacent |
| Warren | 4,885 | 1,910 | 7% | adjacent |
| Shenandoah | 31,990 | 18,522 | 7% | ~30–50 mi |
| Rockingham | 87,565 | 45,285 | 8% | ~60–80 mi |
| Augusta | 86,078 | 46,441 | 7% | ~80–100 mi |
| Total | 231,924 | 119,968 |
- The inventory counts include dairy. Rockingham and Augusta carry large dairy herds, so the number of beef animals there is meaningfully lower. The beef-cow split (Census Table 11) has not been fetched.
- Direct-to-consumer percentages cover all products, not beef alone.
- IGFC treats 100 miles (1–2 hours) as the efficient service radius for a mobile unit (MSU Unit Economics). From Winchester that radius barely reaches Augusta. A base near Winchester serves the thinnest part of the Valley’s herd. Locating farther south means competing directly with T&E Meats (Harrisonburg) [inferred].
Demand signal: processing backlog
- Blue Ridge Meats (Middletown, USDA): “We book 3 to 5 months in advance” (2026) (Blue Ridge). This is the only local wait-time data point so far.
- For comparison, Oregon processors averaged about 6 months during 2020–22, with some booking 12 months out (Rusted Gate).
- Round 2: the 2021 PEC/AFT/Fuller study found the region’s 7 USDA plants at 125–150% of capacity, with waits of 6–9 months before COVID and 12–18 months during. T&E was booked about 16 months out in 2020. Every plant named meat-cutter labor as its main constraint. The full plant list and prices are in Valley Processor Landscape.
- Still missing: the Virginia Tech/VSU statewide processor assessment (begun 2021; results not found), current lead times in weeks, and direct-to-consumer beef trend data.
Funding, status as of 2026-10-02
Superseded in detail by Grant and Financing Opportunities, which adds AFID Planning and Facility, GO Virginia, SARE, REAP, LFPP, RMAP and RBDG, and debt (Farm Credit, VSBFA, FSA). The table below is the round-1 snapshot.
| Program | Status | Fits a startup mobile unit? | Terms |
|---|---|---|---|
| USDA MPPEP Phase 4 | Closed Aug 7, 2026; no Phase 5 announced | No. Needs ≥1 year operating under FSIS, CIS, or equal-to state inspection, and must primarily process cattle | Expansion $50k–$2M at 50% match; Equipment-Only $10k–$250k at 25% match (MPPEP) |
| USDA VAPG FY2026 | Closed Apr 22, 2026 | Only if a producer group owns the unit and sells its own beef (applicant must own >50% of the raw commodity) | Planning up to $50k, working capital up to $200k, 1:1 match; ~$25M total (VAPG) |
| USDA MPILP | Program page “Not Found” in the 2026 snapshot; likely retired | Was open to startups and custom-exempt operators, through intermediary lenders | Unknown which Virginia lenders, if any, still hold the funds |
| USDA MPIRG | Only the 2021 and 2022 rounds are listed; dormant | For moving to inspection | — |
| VDACS AFID Infrastructure | Open Sept 14 – Oct 30, 2026; awards by Dec 31 | Yes, through a locality (county, EDA or planning district commission) | ≤$50k, reimbursement; 1:1 match, or 2:1 if the locality is distressed or the project serves multiple small producers (AFID) |
AFID details that matter here:
- “Animal slaughtering facilities” are a named priority.
- A mobile oyster-processing barge was funded in 2022 ($25k), so a mobile unit has precedent.
- Special-purpose equipment is allowed, but general-use motor vehicles are not. Whether a slaughter trailer qualifies needs confirming with VDACS.
- Plausible applicants: Frederick County, the Winchester EDA, or the Northern Shenandoah Valley Regional Commission [inferred].
- The awardee list stops at January 2023.
What this means for financing [inferred]: the first unit will most likely be financed with debt (FSA, Farm Credit, equipment financing secured by the trailer) or owner equity, with AFID as a ≤$50k gap-filler. Federal expansion money becomes available only after a year of inspected operation, and a custom-exempt year does not count toward MPPEP eligibility.
Round 2: FSA operating loans are barred for a standalone slaughter service (non-eligible enterprise). Farm Credit of the Virginias is the best debt fit. No AFID awardee list newer than January 2023 exists online. See the financing article.
